VII.1) Adoption Re: Proposed Resolution No. 22R-3104, calling for the First Municipal Election to be held on Tuesday, August 23, 2022, and the General Municipal Election to be held on Tuesday, November 8, 2022 for the purpose of electing two At-Large City Commissioners for a term of four years; setting forth the location of the Polling Places; authorizing the Mayor to appoint the Clerks, Inspectors and Officers for the Election, etc. (Title Only)

VII.2) Adoption Re: Proposed Resolution No. 22R-3110, amending the budget for the fiscal year beginning October 1, 2021 by providing for supplemental appropriations in the amounts identified in exhibit A: providing for severability if any of the parts hereof are declared invalid, etc. (Title Only) to establish an expenditure budget of $150,000.00 from the Economic Development Fund for additional funding for the development of a gateway public art project. This item will increase the budget in the amount of $150,000.00

VII.3) Adoption Re: Proposed Resolution No. 22R-3111, amending the budget for the fiscal year beginning October 1, 2021 by providing for supplemental appropriations in the amounts identified in exhibit A: providing for severability if any of the parts hereof are declared invalid, etc. (Title Only) to establish an expenditure budget in the amount of $616,506.00 to fund phase one and two of the City's Engineering Design Criteria Manual (EDCM) utilizing $491,506.00 of General Fund fund balance, $31,000.00 of existing budgeted funds, and $94,000.00 of excess right of way use fees

VII.4) Adoption Re: Second Reading of Proposed Ordinance No. 22-5416, calling a referendum of the qualified electors of the City for the purpose of determining whether the City Charter shall be amended to allow City Commissioners' annual salary to be increased up to the full salary authorized by the Florida Statutes for County Commissioners of a County in the same population group category as the City of Sarasota; stating the referendum question and title; stating the text of the proposed Charter Amendment; stating the date on which the referendum will be held; providing an effective date for the Charter Amendment, if approved, etc. (Title Only)

VII.5) Adoption Re: Second Reading of Proposed Ordinance No. 22-5417, calling a referendum of the qualified electors of the City for the purpose of determining whether the City Charter shall be amended to allow the option to purchase insurance on an annual basis that would provide equivalent or greater coverage than the Surety Bonds currently required to be given by the City Manager; City Auditor and Clerk; City Attorney, if hired as a permanent city employee; and Director of Financial Services to secure the faithful performance of their duties; stating the referendum question and title; stating the text of the proposed Charter Amendment; stating the date on which the referendum will be held; providing an effective date for the Charter Amendment, if approved, etc. (Title Only)

VII.6) Adoption Re: Second Reading of Proposed Ordinance No. 22-5419, calling a referendum of the qualified electors of the City for the purpose of determining whether the City Charter shall be amended to clarify that only the City Commission has authority to change Municipal Boundaries in the manner prescribed by law; to allow for digital posting of Ordinances and Resolutions at City Hall in place of posting on a bulletin board; to remove requirement that Ordinances be kept in a book as a permanent record in light of advances in digital record keeping; to update the powers and duties of the City Auditor and Clerk, including the audit function, as more fully stated herein; stating the referendum question and title; stating the text of the proposed Charter Amendment; stating the date on which the referendum will be held; providing an effective date for the Charter Amendment, if approved, etc. (Title Only)
