IX.1) Adoption Re: Second Reading of Proposed Ordinance No. 24-5512, amending the Future Land Use Chapter of the Comprehensive Plan of the City of Sarasota [AKA The Sarasota City Plan (2030)] to change the Future Land Use Map Classification of two certain parcels of real property totaling approximately 14.655 +/- acres with street addresses of 1442 and 1456 22nd Street, as well as 1850 23rd Street from the Multiple Family - Medium Density Future Land Use Map Classification to the Multiple Family - High Density Future Land Use Map Classification, in accordance with Comprehensive Plan Amendment Application No. 23-PA-05; repealing ordinances in conflict; providing for the severability of the parts hereof, etc. (Title Only) (Application No. 23-PA-05, Applicant: Joel Freedman, AICP, of Freedman Consulting & Development, LLC as agent representing The Sarasota Housing Authority and Sarasota Housing Funding Corporation, owners)
IX.2) Adoption Re: Second Reading of Proposed Ordinance No. 24-5515, amending the Sarasota City Code, Chapter 16, Recycling and Solid Waste, Article II, Collection and Disposal of Recyclable Materials and Solid Waste; Division 1, Mandatory Recycling, Section 16-19, Mandatory Recycling of Yard Waste or Yard Trash, and Division II, Mandatory Solid Waste Collection, Section 16-29, Preparation for Collection, so as to prohibit the use of plastic bags as a container for yard waste or yard trash; providing for the severability of the parts hereof, etc. (Title Only)
IX.3) Adoption Re: Second reading of Proposed Ordinance No. 24-5521, amending the Code of the City of Sarasota; Chapter 33, Traffic and Motor Vehicles; Article IV, Stopping, Standing, or Parking; to provide that parking meters accept credit card payments only and not cash; to provide for public safety related enforcement of parking violations on Sunday and Holidays while keeping the exemption from paid parking and time limits on Sundays and Holidays; and reduce the initial grace period in city parking garages from two hours to one hour; repealing ordinances in conflict; providing for severability of the parts hereof, etc. (Title Only)
IX.4) Rescission Re: Rescind approved motion made by Commissioner Arroyo, and seconded by Commissioner Battie, which carried by a 3-2 vote to adopt proposed Ordinance No. 24-5510 and approve Zoning Text Application No. 24-ZTA-02 on second reading, with Vice Mayor Ahearn-Koch and Commissioner Trice voting no

XI.1) Continued Public Hearing Re: Appeal Application No. 23-APP-03, appealing the Historic Preservation Board decision by 4-0 vote to deny Application No. 23-COA-02, which requested the demolition of the McAlpin House located at 1530 Cross Street
XI.2) Continued Public Hearing Re: Proposed Ordinance No. 24-5514, amending Rezone Ordinance 18-5252 which, pursuant to Application No. 18-REN-01 rezoned six parcels of real property totaling approximately 1.01 acres, more or less, located on the north side of Fruitville Road and the south side of 4th Street east of their intersections with Tamiami Trail, having street addresses of 1240, 1250, 1258 and 1266 4th Street, as well as 1233 and 1241 Fruitville Road, from the Downtown Edge (DTE) Zone District to the Downtown Core (DTC) Zone District subject to certain proffered conditions so as to delete the proffered conditions which limit the height of any buildings on two certain portions of said real property; all as more particularly set forth herein, etc. (Title Only) (Application No. 23-ROA-01) (Applicant Philip DiMaria, AICP, CNU-A, as agent representing Fourth & Trail Developments, LLC, contract purchaser)
XII) NEW BUSINESS:
XII.1) Approval Re: Authorize the Mayor to execute the Consent Order between the City of Sarasota and the Florida Department of Environmental Protection, OGC Case No. 22-2873. The settlement fees associated with this Consent Order are in the amount of $74,927.60. In lieu of making the cash payment the City of Sarasota may elect to off-set this amount by implementing an in-kind penalty project, which must be approved by the Florida Department of Environmental Protection
