VI.2) Approval Re: Authorize the Mayor and City Auditor and Clerk to execute the Contract Agreement for between the City of Sarasota and Stellar Development, Inc. (ITB # 24-25PB) for Construction Renovation Services to upgrade the Exterior Fountain and its surrounding area at City Hall, with an overall Project price in the amount of $625,518.15 after final negotiations
VI.3) Approval Re: Authorize the Mayor and City Auditor and Clerk to execute the Contract between the City of Sarasota and Vertosoft, LLC. for Electronic Payment Services (Information Technology) with the total estimated annual amount of approximately $525,000.00
VI.4) Approval Re: Authorize the Mayor and the City Auditor and Clerk to execute the Second Extension of Agreement between City of Sarasota and BCC Engineering, LLC and VIBEngineering, Inc. (RFP 20-41CM) for Consulting Engineering Services (Regional Advanced Traffic Management System) The City has spent $438,305.00 with BCC Engineering, LLC and $517,923.59 with VIBEngineering, Inc. since the initial commencement of this Agreement
VI.5) Approval Re: Authorize the Mayor and City Auditor and Clerk to execute the Agreement between the City of Sarasota and Thundercat Technology, LLC. for Cyber Security Solutions and Associated Services, at a contract price in the amount of $323,045.52
VII) CONSENT AGENDA NO. 2:
VII.1) Adoption Re: Proposed Resolution No. 25R-3311, amending the budget for the fiscal year beginning October 1, 2024 by providing for supplemental appropriations in the amounts identified in exhibit A: providing for severability if any of the parts hereof are declared invalid, etc. (Title Only). To establish a revenue and expenditure budget in the amount of $165,830.00 within the Special Revenue Grant Fund for the West Coast Inland Navigation District S-482 Grant awarded to the Sarasota Police Department
VII.2) Adoption Re: Proposed Resolution No. 25R-3312, amending the budget for the fiscal year beginning October 1, 2024 by providing for supplemental appropriations in the amounts identified in exhibit A: providing for severability if any of the parts hereof are declared invalid, etc. (Title Only). To establish a revenue and expenditure budget in the amount of $25,000.00 within the Special Revenue Grant Fund for the West Coast Inland Navigation District grant awarded to the Sarasota Police Department
VII.3) Adoption Re: Second Reading of Proposed Ordinance No. 25-5557, amending the Comprehensive Plan of the City of Sarasota [The Sarasota City Plan], Future Land Use Chapter, to create an Historic Preservation Transfer of Development Rights Program by adding a new Action Strategy 2.16, Historic Preservation Transfer of Development Rights Program; adding a new definition of Historic Preservation Transfer of Development Rights or TDR Program; and revising text in the Summary of Classifications Table and the Mixed Residential, Urban Neighborhood, Urban Edge, Downtown Core, and Downtown Bayfront Future Land Use Classifications to identify sending and/or receiving zones; the area of the proposed Historic Preservation Transfer Development of Rights Program is limited to downtown Sarasota and is 1,221 +/- acres, more or less; repealing ordinances in conflict; providing for severability of the parts hereof, etc. (Title Only) (Application No. 24-PA-01, Applicant: City of Sarasota)
VII.4) Adoption Re: Second Reading of Proposed Ordinance No. 25-5556, amending the Zoning Code (2002 Edition), Article II, Definitions and Rules of Construction, to create definitions related to the Historic Preservation Transfer of Development Rights Program; and Article VI, Zone Districts, to establish a Historic Preservation Transfer of Development Rights Program Overlay District so as to allow for the transfer of development rights (buildable square footage and density) within certain zone districts and to clarify zone districts which are sending and receiving zones within the downtown; providing for severability of the parts hereof, etc. (Title Only) (Application No. 24-ZTA-05, Applicant: City of Sarasota)

IX.1) Adoption Re: Second Reading of Proposed Ordinance No. 25-5552, amending the Zoning Code (2002 Edition), Article II, Definitions and Rules of Construction, to add community gardens within the definition of a park, and to modify the definition of food pantry, as well as to clarify the characteristics and accessory uses to a religious institution; and Article VII, Regulations of General Applicability, so as to raise the elevation of a seawall in order to reduce flooding risks associated with sea level rise; providing for severability of the parts hereof, etc. (Title Only) (Application No. 24-ZTA-06, Applicant: City of Sarasota)
IX.2) Approval Re: Authorize the Mayor and City Auditor and Clerk to execute a Purchase and Sale Agreement between the City of Sarasota and Wilson AMI, LLC. for a portion of City owned property located at 400 Benjamin Franklin Drive, Sarasota, specifically known as Lot 17, Block 12, Plat No. 2 of the John Ringling Estates, Inc., Lido Beach Division "A", in the amount of $97,000.00
