X.1) Public Hearing Re: Proposed Resolution No. 26R-3403, authorizing transmittal of proposed Comprehensive Plan Amendment Application No. 26-PA-02 to the State Reviewing Agencies for review and comment; said application being a request for updates to the Transportation Chapter of the Comprehensive Plan of the City of Sarasota [a/k/a The Sarasota City Plan] and associated documents relating to the level of service in the Capital Improvements and Future Land Use Chapters, as required by State law; the updates aim to ensure consistency with the recently accepted Sarasota in Motion (SIM) Plan, the Multimodal Connections Plan, and the adopted 2024 Engineering Design Criteria Manual (EDCM); the proposed updates also aim to transition the City's system performance metrics from Level of Service (LOS) to Volume-to-Capacity (V/C) Ratio, and link the performance metrics to the adopted Context Classification System located in the EDCM; providing for reading by title only; and p (Title Only)
