VII) CONSENT AGENDA NO. 2:
VII.1) Adoption Re: Affirmation of Planning Board Resolution recommending approval of Major Conditional Use Application No. 25-CU-03 to allow a religious institution to operate within the proposed building in the Residential Multiple Family 1 (RMF-1) zone district, as a religious institution requires Major Conditional Use Approval; approving Site Plan Application No. 25-SP-15 regarding said use; providing for conditions of approval, and providing for an effective date. Site Plan No. 25-SP-15 includes a +/-8,924 square-foot expansion of the existing South Shore Community Church located at 1899 S. Tuttle Ave to include a two-story building with an auditorium, offices, and conference rooms, and a 6,000 square foot outdoor pavilion on the southeast corner of the property. Vehicular access will remain from Arlington St. and Hillview St. as more particularly described in said application. IX.1) Approval Re: Authorize the City Manager to execute the Agreement between the City of Sarasota and Utility Consultants of Florida, Inc. (RFP 26-15JS) for Assessment District Overhead Utility Undergrounding Program St. Armands Key and Lido Key
IX.2) Adoption Re: Proposed Resolution No. 26R-3408, authorizing the issuance of not to exceed $8,000,000 City of Sarasota, Florida Capital Improvement Revenue Note, Series 2026 to provide interim funding to pay cost related to the St. Armands Key and Lido Key undergrounding project and to pay associated transactional costs; Providing that the note shall be a limited obligation of the City Payable From Non-Ad Valorem Revenues budgeted, Approving the form and authorizing the execution and delivery of a non-revolving credit agreement with Regions Capital Advantage, Inc. making certain covenants and agreements in connection therewith, etc. (Title Only)

XI.1) Public Hearing Re: Appeal Application No. 2026-APP-04, an appeal to reverse the decision of the Historic Preservation Board regarding 26-FMSF-39 (an Application to Demolish a Florida Master Site File-listed Structure at 1891 Wisteria Street) which was denied on March 10, 2026 by a 4-1 vote of the Historic Preservation Board (Application No. 26-APP-04, Appellant: Amy Concilo, as agent representing Dolphin Splash Chrb 2, LLC, and Thomas F. Kelly)
XI.2) Public Hearing Re: Proposed Site Plan and Major Conditional Use Application Nos. 24-SP-19, 24-CU-04, 25-GZW-01, requesting Site Plan and Major Conditional Use Approval to construct a new two-story, approximately +/- 4,230-square foot building for the Sarasota Youth Sailing Program (SYS) on a portion of the leased 9.3-acre property with a street address of 1717 Ken Thompson Parkway. Applicant is seeking a G-Zone Waiver for the regulation of Section VII-203(6) requiring all off-street parking areas to be surfaced with asphalt, bituminous or concrete material, clay brick or concrete paving units, or permeable pavement surfaces to allow an unimproved parking surface, as currently existing. The site is zoned Governmental (G) with a future land use classification of Community Office/Institutional.
